"situation around"

Explanatory note

“Absence of access” to the Lachin road does not correspond to the real state of affairs on the ground. Hundreds of ethnic Armenians, along with the ICRC and Peacekeeping staff do enjoy access to the road without any discrimination, or undue impediment.
