In the draft recommendation, paragraph 3, replace the words "by the Armenian population living in Nagorno-Karabakh" with the following words:

"by Azerbaijanis and Armenians due to the decades-long, bloody conflict"

Explanatory note

Mistrust and fear are mutual, not unique to either Armenians or Azerbaijanis. Failure to grasp this sad reality is utterly counter-productive in terms of contributing to peacebuilding and reconciliation.
