In the draft recommendation, at the end of paragraph 5, add the following sentence:

"The Assembly requests the Committee of Ministers to examine closely whether Azerbaijan's actions towards the population of Nagorno-Karabakh are in conformity with its Statutory obligations, with a view to initiating a complementary joint procedure between the Committee of Ministers and the Parliamentary Assembly in response to a serious violation by Azerbaijan of its Statutory obligations."
