The Parliamentary Assembly of the Council of Europe has issued a recommendation urging the Committee of Ministers to support the reconstruction of Ukraine following the Russian invasion. It emphasizes the need to utilize confiscated Russian State assets to compensate for damages and losses incurred due to the aggression. The Assembly calls for the establishment of an international compensation mechanism, including a trust fund for seized assets and an international claims commission, to ensure transparency and accountability in addressing the harm caused to individuals and the State of Ukraine. Additionally, it suggests that the mechanism should also consider damages from earlier acts of aggression in Crimea and the Donetsk and Luhansk regions.
