The Parliamentary Assembly of the Council of Europe emphasizes the urgent need for quality education for children with special educational needs, particularly in light of the challenges posed by the Covid-19 pandemic and the war in Ukraine. It highlights the importance of inclusive education, which should respect human rights and cater to the diverse needs of these children in both physical and digital learning environments. The Assembly calls on member States to adopt a learner-centered approach, assess gaps in accessibility, develop contingency plans for support services, and invest in necessary infrastructure and teacher training. Additionally, it urges member States to ensure that Ukrainian children with disabilities receive adequate educational support and resources during and after the conflict, promoting long-term reconstruction and reform of Ukraine's education system.
