The Council of Europe Development Bank: implementing the Reykjavik Declaration

1. The Parliamentary Assembly refers to its Resolution 2566 (2024) “The Council of Europe Development Bank: implementing the Reykjavik Declaration”. It recalls that by endorsing the Reykjavik Declaration, the Council of Europe member States have unanimously recognised the added value the Council of Europe Development Bank (CEB or “the bank”) can provide to support the reconstruction of Ukraine and projects focused on the social dimensions of climate change and environmental degradation. These strategic fields of the bank’s action require substantial financing efforts, close co-operation with international partners and the strong solidarity of member States.

2. The Assembly therefore asks the Committee of Ministers to:

2.1 renew the call on the five States that have not yet joined the CEB – Armenia, Austria, Azerbaijan, Monaco and the United Kingdom – to consider becoming members at the earliest opportunity;

2.2 ensure close co-ordination of the implementation of country action plans and Council of Europe co-operation activities with the relevant work of the CEB.
