In the draft resolution, before paragraph 12, insert the following paragraph:

"Member States shall ensure equal accountability: promote the consistent enforcement of international law, ensuring that all leaders are held equally accountable for violations, with the issuance of arrest warrants by the International Criminal Court (ICC) being applied impartially."
