In the draft recommendation, after paragraph 7.3, insert the following paragraph:

"ensure that any State engaging in acts of aggression in contravention of the Charter of the United Nations and the Council of Europe’s founding principles cannot exploit its membership or observer status in any international organisation to legitimise violations of international law or evade accountability."
