Please find enclosed the draft additional Protocol to the
Convention on Human Rights and Biomedicine (ETS No. 164) concerning
the protection of the human rights and dignity of persons with regards
to involuntary placement and involuntary treatment within mental
healthcare services and its draft Explanatory Report (documents
CM(2022)14-add1 and CM(2022)14-add2 respectively), which the Ministers’
Deputies agreed at their 1518th meeting (5 February 2025) to transmit
to the Parliamentary Assembly for opinion as soon as possible. […]
