Please find enclosed the draft Council of Europe Convention on the Protection of the Environment through Criminal Law and its draft Explanatory Report (documents CM(2025)20-add1 and CM(2025)20-add2 respectively), which the Ministers’ Deputies agreed at their 1520th meeting (24 and 26 February 2025) to transmit to the Parliamentary Assembly for opinion on the draft convention as soon as possible.
