This motion has not been discussed in the Assembly and commits only those who have signed it.
There is a need to strengthen a shared united European vision
rooted in shared culture, democratic values, human rights and historical
continuity. To this end, arts and leadership education should be
established as fundamental pillars in promoting European unity and
fostering effective democratic governance.
In view of the necessity to address dramatically growing ideological
fragmentation, security threats, misinformation, and geopolitical
challenges that threaten European cohesion, it is imperative to
develop a strategic approach that reinforces civic identity, leadership
capabilities, and cultural appreciation among European citizens.
The Parliamentary Assembly should address these issues with
a view to aligning arts and leadership education policies for youth
and adults with Europe’s long-term vision for unity and security.
These policies should ensure inclusive access to arts and leadership
education for youth, marginalised communities, polarised societies,
and post-conflict traumatised societies to strengthen democratic
security, rule of law and social cohesion.
The Council of Europe, national governments, and relevant
stakeholders should endorse and implement these initiatives to strengthen
European unity through education, arts, and leadership development.
A more detailed framework for policy implementation and funding
mechanisms should developed in consultation with educators, policymakers,
cultural experts, and civil society representatives.
