The Parliamentary Assembly, emphasising the importance of ensuring accountability for violations of international law and crimes arising from Russia's aggression against Ukraine, urges the Committee of Ministers to establish a special tribunal and a claims commission to address these issues effectively. It welcomes recent decisions and actions aimed at holding the Russian Federation accountable, including those related to the violations in Crimea. The Assembly also recommends the creation of a registry to monitor individuals involved in the unlawful actions against Ukrainian children, ensuring effective sanctions.
