1 Report of the Committee on the Election of Judges to the European Court of Human Rights

The Committee on the Election of Judges to the European Court of Human Rights held a meeting in Paris on 10 June 2025, with Ms Petra Bayr (Austria, SOC), Chairperson, in the Chair.

The committee assessed the list of the candidates to the Court in respect of the United Kingdom. [(1) See Appendix 1 for the list of candidates submitted by the government concerned. The full list and curricula vitae of candidates can be found in Assembly document: Doc. 16177.]

2 Conclusions of the committee on the list of candidates submitted by the United Kingdom

The committee interviewed all the candidates on 10 June 2025.

The committee recommends to the Assembly, by a large majority, Mr Hugh Mercer as the most qualified candidate.
