Safeguarding creativity and education in the age of generative artificial intelligence

Building on the concerns raised in the motion on upholding diverse culture, freedom of expression and effective copyright enforcement (Doc. 16165), this motion addresses the specific challenges posed by generative artificial intelligence (GenAI) to human creativity and education.

While GenAI offers new opportunities for artistic innovation, it raises urgent questions about authorship, cultural identity and the sustainability of creative professions. AI systems train on vast datasets often comprising copyrighted, personal and culturally significant material collected without consent or remuneration. In audiovisual media, GenAI can synthetically reproduce voices, images and performances, raising ethical and legal concerns about ownership and manipulation.

Beyond the economic and legal issues, the Assembly should point to the cultural and educational impact of GenAI. Schools and education systems must equip future generations with digital and media literacy skills that enable critical engagement with AI-generated content. Teaching young people to recognise the value of authentic human creativity and the importance of authorship rights is essential to preserving cultural diversity and democratic participation.

The Parliamentary Assembly should explore measures to safeguard artistic integrity, ensure transparency and attribution in AI-generated works, and promote fair remuneration for creators. It should also encourage member States to integrate comprehensive media literacy education addressing AI technologies into school curricula.

By addressing the cultural, ethical and educational dimensions of GenAI, this motion complements the broader copyright enforcement and information freedom concerns outlined in the companion motion, ensuring a holistic approach to the opportunities and risks posed by AI in the creative sector.
