The Parliamentary Assembly is marking the 35th anniversary of the Venice Commission, recognising its crucial role in upholding the rule of law in Europe. An updated checklist on the rule of law has been approved, emphasising the need for effective governance in the face of modern challenges, such as attacks on the independence of the judiciary and the impact of new technologies. The checklist is regarded as essential for preventing democratic backsliding and promoting transparency and accountability, and its application is encouraged in legislative processes and reforms. The Assembly welcomes the attention paid by the Venice Commission, in its updated checklist, to the importance of restoring the rule of law following a period of regression, presenting this process as a comprehensive endeavour which must itself comply with the requirements of the rule of law. The Assembly calls on member states and the EU to incorporate and widely disseminate the checklist, in order to foster cooperation and enhance democratic resilience. Furthermore, ongoing initiatives aimed at strengthening democratic security in Europe are welcomed, with the updated checklist standing ready to restore public confidence in democracy.
