The Assembly,
Considering that the Ad Hoc Assembly and its Constitutional Committee have based their work on Resolution 14 of the Consultative Assembly and on Opinion No. 3 relating to the best means of giving effect to the United Kingdom proposals, and that they have therefore provided for external and internal links with the Council of Europe;
Considering that for its part the Assembly should take all steps to concur with the conclusions reached by the Ad Hoc Assem-bly,
1. Decides that it should take the initiative by adopting a recommendation that the Committee of Ministers should give sympathetic consideration to any amendments to the Statute that may prove necessary and may later be presented in a draft Resolution of the Consultative Assembly;
2. Hereby instructs the competent Committees to prepare a draft Resolution for the purpose indicated above, as soon as the final results of the work of the Ad Hoc Assembly are known.
