The Assembly,

In consideration

1 of the fact that linguistic difficulties are hampering to mutual understanding among the European peoples and obstruct the development of European solidarity;
2 of the fact, that because of its facility and political neutrality, the international language— Esperanto—would possibly be an acceptable solution the effect of which would be to reduce linguistic obstacles in Europe,

Recommends that the Committee of Ministers organize, as an experiment, the official teaching of the international language-— Esperanto—in one voluntary class (to pupils 11 to 14 years of age) in one school of each of the following Member States: France, Germany, Great Britain, Italy and the Netherlands. After a year's study the pupils would be assembled at Strasbourg. The Committee of Cultural and Scientific Questions will submit to the Consultative Assembly a report on the results obtained.
