C o n g r a t u l a t i n g t h e Special Repres e n t a t i v e on h i s v a l u a b l e work;
B e l i e v i n g t h a t f u r t h e r action along t h e lines followed b y t h e Special Represent a t i v e since his a p p o i n t m e n t will lead t o a d e c i s i v e s o l u t i o n of t h e p r o b l em of o v e r - p o p u l a t i o n a n d r e f u g e e s;
Re c a l l i n g t h a t it h a s r e c o m m e n d ed on s e v e r a l occasions t h a t E u r o p e a n c o u n t r i es s h o u l d p u r s u e a common E u r o p e a n policy i n r e g a r d t o m a n p o w e r a t b o t h n a t i o n a l a nd i n t e r n a t i o n a l level;
S h a r i n g t h e concern voiced by the Special R e p r e s e n t a t i v e on t h e q u e s t i o n of vocat i o n a l t r a i n i n g,
T r u s t s t h a t t h e Special R e p r e s e n t a t i v e will urge Member G o v e r n m e n t s to do t h e i r u t m o s t t o c o - o r d i n a t e a n d i m p r o v e the w o r k i n g m e t h o d s e m p l o y e d b y n a t i o n a l admin i s t r a t i o n s and i n t e r n a t i o n a l a u t h o r i t i e s for d e a l i n g w i t h m a n p o w e r p r o b l e m s;
Relies on t h e Special R e p r e s e n t a t i ve t o t a k e all p o s s i b l e s t e p s t o p r o m o t e t h e i m p r o v e m e n t of v o c a t i o n a l t r a i n i n g facilities for s u r p l u s e l e m e n t s of p o p u l a t i o n.

R e c a l l i n g t h a t in its Recommendat i o n s 36 (1949) a n d 47 (1956) i t h a d a l r e a dy r e c o m m e n d e d t h a t t h e C o m m i t t e e of Ministers a s k Member G o v e r n m e n t s to r a t i f y at the e a r l i e s t possible d a t e t h e I n t e r n a t i o n a l Conv e n t i o n on M i g r a n t W o r k e r s a d o p t e d by t he I n t e r n a t i o n a l Labour Conference at Geneva on 1st J u l y 1 9 4 9;
E n d o r s i n g t h e Special R e p r e s e n t a t i v e ' s s u g g e s t i o n in his progress r e p o r t , t h at t h e Assembly should lend all s u p p o r t to t he i n t e r n a t i o n a l o r g a n i s a t i o n s in t h e i r a c t i v i t i es d i r e c t e d t o w a r d s t h e welfare a n d p r o s p e r i t y of p e o p l e s ;
o n s i d e r i n g t h a t t h e Decision t a k en b y t h e Council of 0 . E. E. C. i n October, 1953 c o n c e r n i n g t h e e m p l o y m e n t of foreign labour, m a r k s a c o n s i d e r a b l e step forward towards t h e free m o v e m e n t of labour b e t w e e n the m e m b e r c o u n t r i e s of 0 . E. E. C ,

C o n s i d e r i n g t h a t t h e c o - o r d i n a t i o n of a c t i v i t i e s in t h e field of m a n p o w e r is essential a t b o t h t h e n a t i o n a l and i n t e r n a t i o n a l l e v e l s;
R e c a l l i n g t h a t it has a l r e a d y recomm e n d e d on several occasions t h a t t h e E u r o p e a n c o u n t r i e s s h o u l d a d o p t a c o m m o n E u r o p e a n social a n d m a n p o w e r p o l i c y i n t h e different i n t e r n a t i o n a l o r g a n i s a t i o n s;

s h o u l d ensure t h a t t h e Ministers of L a b o u r and Social Welfare t a k e a more d i r e c t i n t e r e s t in work a l r e a d y b e i n g done by e x i s t i n g t e c h n i c a l c o m m i t t e e s in t h e various m t r a - E u r o p e a n o r g a n i s a t i o n s , w i t h a view to c o - o r d i n a t i n g t h e s e a c t i v i t i e s and p r o m o t i ng t h e a d o p t i o n of a common E u r o p e a n policy;
s h o u l d for t h i s p u r p o s e i n v i t e t he Special R e p r e s e n t a t i v e of the Council of E u r o p e t o c o n s i d e r t h e p o s s i b i l i t y of c o n v e n i n g, w i t h i n the Council of Europe framework, p e r i o d i c a l conferences of the Ministers of L a b o u r and Social Welfare.
