1) Statement on the Absence of Conflict of Interest: Chairperson – Parliamentary Network on the situation of the children of Ukraine (SOC)

After careful consideration, I state that my role as a Ukrainian member of the Assembly and Chairperson of the Parliamentary Network on the situation of the children of Ukraine does not constitute an actual, potential or perceived conflict of interest.

The Network’s mandate is humanitarian and rights-based. It is focused on the protection of children’s rights and on addressing grave violations affecting children in the context of war, in line with the Council of Europe’s core principles of human rights, the rule of law and the protection of vulnerable persons. This work is not aimed at advancing a national political agenda or representing the position of any government.
My nationality does not create any personal, financial, material, economic or other private interest in the Network’s work, nor does it create any such interest for my close connections. I derive no personal benefit from the Network’s activities. My role as Chairperson does not prevent the objective and impartial performance of my duties, which are exercised in the public interest and in the best interest of children.
In addition, the absence of any conflict of interest was explicitly confirmed within the Network. During its meeting in January, members from across political groups and national delegations stated that they do not consider my nationality or my role within the Ukrainian delegation to constitute a conflict of interest, and no objections were raised.

At the same time, in line with the Guidance, I recognise that particular care may be required to demonstrate objectivity where a matter relates solely to my country of nationality and involves politically sensitive or highly controversial issues. Should such an item arise, I undertake to recuse myself for that specific agenda point and request the Vice-Chairperson to preside over the discussion, in order to eliminate any potential or perceived doubt and to uphold the Assembly’s standards of transparency and impartiality.


2) Statement on Relevant Interest – Rapporteur for Opinion “Bürgenstock Summit on peace in Ukraine: paving the way”

In accordance with the Code of Conduct and the Guidance on the identification and management of interests, I recognise that my nationality as a Ukrainian member of the Parliamentary Assembly constitutes a relevant interest in relation to my role as Rapporteur for Opinion on the report “Bürgenstock Summit on peace in Ukraine: paving the way”, given that the report concerns the settlement of the Russian Federation’s war of aggression against Ukraine. I acknowledge the existence of a potential and perceived conflict of interest and likely
actual risk of a lack of objectivity.
I propose to manage this interest through (1) full transparency in this declaration, and, if necessary, through (2) seeking guidance from the Ethics Officer or the Secretariat. If, following the Committee’s assessment, it is considered that this relevant interest cannot be adequately managed through transparency or other remedial measures, I am prepared to step down from the role in order to avoid any actual, potential or perceived conflict of interest.

3) Statement on Relevant Interest – Rapporteur for the report "The need to modernise international humanitarian law."

I state that my role as a Ukrainian member of the Assembly and the role of rapporteur for the report "The need to modernise international humanitarian law" does not constitute an actual, potential, or perceived conflict of interest.

This work is not aimed at advancing a national political agenda or representing the position of any government. My nationality does not create any personal, financial, material, economic, or other private interest in the case, nor does it create any such interest for my close connections.
