PACE calls for continued support for Kazakhstan’s democratic reforms

PACE today stressed the importance of supporting Kazakhstan in its path of democratic transformation. “Kazakhstan has shown commitment to reform, and it is crucial that this momentum be sustained and strengthened,” said the Assembly.

Adopting the resolution, based on the report by Zsolt Németh (Hungary, ECPA), the Assembly welcomed constitutional and legislative reforms since 2019, in particular the abolition of the death penalty in 2022, and underlined Kazakhstan’s role as “one of the pillars of stability in the Euro-Asian region”.

The parliamentarians called on Kazakhstan to build on progress by strengthening political pluralism, enhancing judicial independence, protecting civil society and media freedom, and ensuring accountability for past human rights violations, including those linked to the January 2022 events.

The Assembly encouraged the authorities to continue their reform agenda, make full use of Council of Europe expertise through the Neighbourhood Co-operation Priorities 2024-2027, accelerate accession to the Istanbul Convention, consider joining the Pompidou Group, and increase Kazakhstan’s participation in the Assembly’s work.

Finally, parliamentarians urged Kazakhstan to remain engaged in international diplomacy, uphold the principles of sovereignty and territorial integrity, and support a peaceful resolution of Russia’s war of aggression against Ukraine.
