The Parliamentary Assembly of the Council of Europe expresses its support for Kazakhstan in advancing its democratic reforms and highlights its role as a stabilising force in the Euro-Asian region amidst geopolitical tensions. The resolution commends Kazakhstan's abolition of the death penalty but voices serious concern over its deployment of internet censorship technologies. It calls for immediate action against human rights violations, urging the release of political prisoners and cessation of harassment against political opponents and journalists. The Assembly encourages Kazakhstan to further participate in European conventions, accelerate ratification of the Istanbul Convention, and make significant progress in justice reform, anti-corruption efforts, and the protection of human rights. It stresses that continued co-operation with Kazakhstan should be based on shared values, supporting reforms that enhance political pluralism, media independence, and judicial accountability, while promoting regional stability and peaceful resolutions in line with international norms. Regular assessments of Kazakhstan's adherence to Council of Europe values will be conducted to ensure consistent progress.
