The Parliamentary Network on the Situation of the Children of Ukraine will hold its next meeting in Tallinn, Estonia, on 17-18 October 2025, under the theme “Restoring Childhood: Physical and Psychological Rehabilitation of War-Affected Ukrainian Children.”
The Network, hosted by the Riigikogu (Parliament of Estonia), will bring together PACE members, Estonian and Ukrainian officials, experts, and representatives of leading NGOs. Adopting a practical approach, the discussions will focus on measures to support Ukrainian children who have suffered both visible and invisible wounds as a result of the war, and on the urgent need to restore not only their health but also their sense of safety, dignity and hope.
Participants will explore two key dimensions of recovery: physical rehabilitation, including access to medical treatment, prosthetics, and specialised rehabilitation centres in Ukraine and abroad; and psychological rehabilitation, with an emphasis on trauma recovery, resilience-building, and reintegration into family and community life.
Key speakers will include Lauri Hussar, President of the Riigikogu; Margus Tsahkna, Minister of Foreign Affairs of Estonia; Eerik-Niiles Kross, Member of the Riigikogu; Thórdís Kolbrún Reykfjord Gylfadóttir, Special Envoy of the Secretary General of the Council of Europe on the situation of the children of Ukraine; Olga Rudnieva, CEO of Superhumans Rehabilitation Centre; and Pavlo Andrieiev, Head of Physical Rehabilitation Department, Okhmatdyt National Children’s Hospital.
The meeting aims to strengthen cooperation between national parliaments and international partners, share best practices, and mobilise political will to ensure that every Ukrainian child affected by the war receives the support they need to heal and thrive.
