Committee proposes changing regulatory provisions of monitoring and post-monitoring procedures

Strasbourg, 25.04.2013 – In adopting a report by Pedro Agramunt (Spain, EPP/CD) today, the PACE Committee on Rules of Procedure, Immunities and Institutional Affairs has proposed that monitoring and post-monitoring reports in future be presented to the Assembly at least once every three years (under the current rules, a report must be presented every two years for the States subject to a monitoring procedure, and every four years for the States engaged in post-monitoring dialogue). With regard to the duration of the examination of an application to open or reopen a monitoring procedure, the committee recommends limiting this to two years.

The Committee on Rules of Procedure also believes that the terms of reference of the Monitoring Committee should enable it to prepare reports on the functioning of democratic institutions in a member state, on the basis of a motion for a resolution or recommendation.

This report on harmonisation of regulatory provisions of monitoring and post-monitoring dialogue procedures will be on the agenda of the Standing Committee meeting in Yerevan on 31 May 2013.
