PACE calls for gender-responsive budgeting to strengthen women’s economic empowerment

Despite progress, women still face economic inequalities, which have been exacerbated by the Covid-19 pandemic and the economic consequences of conflicts. These global challenges have shown the fragility of progress towards gender equality and “how much remains to be done.”

Adopting a resolution based on a report by Sena Nur Çelik Kanat (Türkiye, NR), PACE urged action to ensure women’s full participation in the economy, calling for gender-responsive budgeting (GRB) at all levels of financial planning. "Gender-responsive budgeting tools should be embedded at all stages of the budget cycle," the Assembly stated, emphasising that "adequate funding must be earmarked for equality."

PACE urged governments to strengthen the accountability of budget execution and to monitor results using gender impact assessment." It also highlighted the need to eliminate biases in the use of artificial intelligence, stressing in particular that "automated decision-making in employment must integrate diversity and intersectionality without generating discrimination."

To promote leadership opportunities for women, the Assembly called for breaking the "glass ceiling" and fixing the "broken rung" in career advancement. "Those who have succeeded must act as champions and role models," they stated. Mentorship and training programmes should be provided, and greater female representation encouraged in traditionally male-dominated sectors like STEM and in emerging sectors like the digital and green economy.
