Adopting a resolution today, based on a report by Yevheniia Kravchuk (Ukraine, ALDE), PACE has decided to amend its Rules of Procedure, in particular to strengthen the youth perspective in the Assembly's work and enable the establishment of youth rapporteurs; and to improve transparency and engagement with civil society.
Other amendments to the Rules of Procedure proposed in the resolution aim to promote gender equality in senior roles within the Assembly; to ensure sufficient numbers of eligible candidates for roles in the bureaux of committees and of sub-committees; to take into account networks, platforms and alliances; and to specify the arrangements for the representation of the Assembly in the Venice Commission.
PACE also decided to outline in its Rules of Procedure that “the urgent procedure should not be used for a statutory opinion”, unless there are exceptional circumstances justifying its use.
These amendments to the Rules of Procedure will enter into force today.
