[...] I just hope, but we said at the same time, we want to get into the debate and we see that there are very positive developments, for example, in Ukraine. It is the issue of the cooperation of the international institutions, which certainly has been pushed accordingly and I think that also you can say, that started before the presidency of Mr Rik DAEMS. But the cooperation with the Committee of Ministers has become much more intensive, certainly disturbed now by the COVID situation in the last months, but I think that is a result at the end also of this presidency.

I know Rik that you have tried, so to speak, to renew things here as well, to reform things. Some of that succeeded, some of it couldn't succeed because the COVID situation came along.

It is a very personal style that you have cultivated, also a very special style, but one that defines you. That is also very important, and I would like to thank you again very much on behalf of my group of Socialists, Democrats and Greens for the presidency.

At the same time, on behalf of my group, I would like to congratulate Mr Tiny KOX, the new President of this Parliamentary Assembly, who I think also stands for continuity to a certain extent, I think that is important.

The decision today was not a decision on any countries or on any conflicts. I think we simply have to emphasize that again. Also for the people who are outside and don't always understand how this works here, and that has something to do with the fact that we have made agreements between the groups over a longer period of time. That's to make sure that we end up basically staying together and that we also give smaller caucus the opportunity to represent this assembly. And that is the reason that we have done this, and I am sure that Mr Tiny KOX will do very very very well, will represent this Assembly honorably over the next two years, that we have a lot of discussions to have.

This organization is struggling for its future, but not because the organization is bad, but many member states are behaving badly and we have to discuss with them accordingly. That's what we are doing here and in the end we need a clear voice.

Thank you very much and all the best and we hope – and we are sure – that there will be a good cooperation.

Last sentence on the subject of Bulgaria, I would like to join the words of thanks of the President, thanks to Mr Alfred HEER and all who were on the road there. We could see now in Bulgaria that it is important that we exist. In the end there was a change through elections, with all the difficulties that there were and are in Bulgaria, these elections have brought change, finally, after a long debate. And in the end, our assembly has also contributed to the fact that this has happened in a democratic and reasonable way, therefore I would like to thank you very much.

Monsieur le Président

je voudrais saisir cette occasion pour vous féliciter mais d'abord j'aimerais remercier Rik DAEMS pour tout l'engagement qu'il a montré ces dernières années. J'aimerais le remercier en tant que président de cette Assemblée, il a donné de nouvelles impulsions à notre travail, comme l'environnement, les droits de l'homme, ce sont des thèmes qui nous occuperont encore pour les deux ou trois décennies à venir. Il y a la Convention d’Istanbul, malheureusement la Turquie s'est retirée – provisoirement je l'espère. Et on voulu organiser un débat. Et puis, nous voyons qu'il y a des développements très positifs en Ukraine par exemple. C'est le thème de la coopération des institutions internationales qui a certainement été avancé en conséquence et je crois qu'on peut aussi dire que cela a commencé avant la présidence de M. Rik DAEMS. Mais la coopération avec le Comité des Ministres s'est nettement intensifiée, certainement perturbée maintenant par la situation Covid de ces derniers mois, mais je pense que c'est un résultat à la fin de cette présidence aussi.

Je sais, Rik, que tu as pour ainsi dire essayé de renouveler et de réformer certaines choses. Cela a en partie réussi, en partie n'a pas pu réussir parce que la situation de Covid s'y est ajoutée.

C'est un style très personnel que tu as cultivé, un style très particulier aussi, mais qui te caractérise. C'est donc très important et je tiens à te remercier encore une fois très chaleureusement au nom de mon groupe, les socialistes, les démocrates et les verts, pour cette présidence.

Je félicite également, au nom de mon groupe, M. Tiny KOX, le nouveau président de cette Assemblée parlementaire, qui, je pense, représente aussi un peu la continuité, ce qui est important.

La décision d'aujourd'hui n'a pas été prise en faveur d'un pays ou d'un conflit quelconque. Je pense qu'il faut simplement le souligner encore une fois. Même pour les personnes qui sont à l'extérieur et qui ne comprennent pas toujours comment cela fonctionne chez nous, et c'est lié au fait que nous avons pris des accords entre les groupes sur une longue période. Cela doit nous permettre de rester unis et de donner aux petits groupes l'occasion de représenter cette assemblée. C'est la raison pour laquelle nous avons fait cela et je suis sûr que M. Tiny KOX le fera très très bien, qu'il représentera honorablement cette assemblée au cours des deux prochaines années, que nous avons beaucoup de discussions à mener.

Cette organisation lutte pour son avenir, non pas parce que l'organisation est mauvaise, mais parce que de nombreux États membres se comportent mal et nous devons discuter avec eux en conséquence. C'est ce que nous faisons ici et, à la fin, nous avons besoin d'une voix claire.

Merci beaucoup et bonne chance, et nous espérons et sommes sûrs qu'il y aura une bonne coopération.

La dernière chose que je veux dire au sujet de la Bulgarie, c'est que je me joins aux remerciements du président, à M. Alfred HEER et à tous ceux qui se sont rendus sur place. Nous avons pu voir avec la Bulgarie qu'il est important que nous existions. Finalement, il y a eu un changement grâce aux élections, malgré toutes les difficultés qui ont existé et existent encore en Bulgarie, ces élections ont apporté un changement, finalement, après un long débat. Et finalement, notre assemblée a également contribué à ce que cela se fasse de manière démocratique et raisonnable, c'est pourquoi nous la remercions encore une fois chaleureusement.

[...] hoffe ich nur, aber wir gleichzeitig gesagt haben, wir wollen in die Debatte einsteigen und wir sehen, dass es zum Beispiel in der Ukraine sehr positive Entwicklungen gibt. Es ist das Thema der Zusammenarbeit der internationalen Institutionen, das sicherlich entsprechend vorangetrieben wurde und ich glaube, auch das kann man sagen, das hat schon vor der Präsidentschaft von Mr Rik DAEMS begonnen. Aber die Kooperation mit dem Committee of Ministers ist deutlich intensiver geworden, sicherlich gestört jetzt durch die Covid-Situation in den letzten Monaten, aber ich glaube, das ist ein Ergebnis am Ende auch dieser Präsidentschaft.

Ich weiß Rik, dass du sozusagen versucht hast, Dinge hier auch zu erneuern, Dinge zu reformieren. Das ist teilweise gelungen, teilweise konnte es nicht gelingen, weil eben die Covid-Situation dazugekommen ist.

Es ist ein sehr persönlicher Stil, den du gepflegt hast, auch ein sehr besonderer Stil, der dich aber ausmacht. Das ist ja auch entsprechend sehr wichtig und ich will mich noch mal ganz herzlich bedanken im Namen meiner Fraktion der Sozialistinnen und Sozialisten, Demokratinnen und Demokraten und Grünen für die Präsidentschaft.

Gleichzeitig geht mein Glückwunsch im Namen der Fraktion an Mr Tiny KOX, an den neuen Präsidenten dieser Parlamentarischen Versammlung, der glaube ich auch ein Stück weit für Kontinuität steht, ich glaube, das ist wichtig.

Die Entscheidung heute ist keine Entscheidung gewesen zu irgendwelchen Ländern oder zu irgendwelchen Konflikten. Ich glaube, das muss man einfach noch mal betonen. Auch für die Leute, die draußen sind und nicht immer verstehen, wie das hier bei uns funktioniert, und das hat was damit zu tun, dass wir Verabredungen getroffen haben zwischen den Fraktionen über eine längere Zeit. Das soll dazu führen, dass wir am Ende im Grunde genommen zusammenbleiben und dass wir auch kleineren Fraktion die Gelegenheit geben, diese Versammlung zu repräsentieren. Und das ist der Grund dafür, dass wir das gemacht haben und ich bin mir sicher, dass Mr Tiny KOX das sehr sehr sehr gut machen wird, in den nächsten zwei Jahren diese Versammlung ehrenvoll repräsentieren wird, dass wir viele Diskussionen zu führen haben.

Diese Organisation ringt um ihre Zukunft, aber nicht, weil die Organisation schlecht ist, sondern viele Mitgliedstaaten sich schlecht benehmen und mit denen haben wir entsprechend zu diskutieren. Das machen wir hier und am Ende brauchen wir eine klare Stimme.

Vielen Dank und alles Gute und wir hoffen und sind uns sicher, dass es eine gute Kooperation gibt.

Letzter Satz zum Thema Bulgarien, das will ich doch noch sagen und mich den Dankesworten des Präsidenten anschließen, danke an Mr Alfred HEER und alle, die dort unterwegs waren. Wir konnten sehen jetzt an Bulgarien, dass es eben doch wichtig ist, dass es uns gibt. Am Ende gab es einen Wandel durch Wahlen, bei allen Schwierigkeiten, die es in Bulgarien gab und gibt, haben diese Wahlen Veränderung gebracht, finally, nach längerer Debatte. Und am Ende hat unsere Versammlung auch dazu beigetragen, dass das in einem demokratischen vernünftigen Wege geschehen ist, deswegen dazu auch noch mal ganz herzlichen Dank.
