Since the opening of the 9th Session, the Bureau met daily from 29th April to 4th May (that is, for the duration of the first part of the Session) and then met on 8th June at Rome and on 10th September at Paris. The Standing Committee met on 4th May, at the end of the last Sitting of the Assembly, and then again on 5th July at Strasbourg. The Members of the Standing Committee welcomed the President of the French Republic when he paid an official visit to the Council of Europe on 5th July.

2 1. Date and agenda of the second part of the Ninth Session

Before it rose on 4th May last the Assembly itself decided that the second part of the 9th Session should take place from Wednesday, 16th, to Wednesday, 30th October. The Agenda for this part of the Session was adopted by the Standing Committee on 5th July and will be found in Document 687.

3 2. Nomination of members of the Joint Committee

On 4th May the Standing Committee nominated the following Representatives to the Assembly as members of the Joint Committee :

Representatives : MM. Dehousse, Edwards, Federspiel, Mommer, Montini, Teitgen, Toncic and Yerocostopoulos.
Substitutes : MM. Badini Confalonieri, von Bismarck, De Geer, Goedhart, Karasan and Younger.

On 5th July the Standing Committee nominated M. Rodopoulos to the Joint Committee in succession to M. Yerocostopoulos who had resigned.

4 3. Adoption of texts on behalf of the Assembly

On behalf of the Assembly, the Standing Committee adopted the following :

1 on 4th May, 1957, Recommendation 144 on assistance to, and the resettlement of, Hungarian refugees.
2 on 5th July, 1957, Recommendation 145 on the Report by the Special Committee of the United Nations on the Hungarian Problem.

The Standing Committee also referred the following to Committee :

1 Doc. 682 to the Political Committee (Relations between the Council of Europe and O. E. E. C.) : Reference No. 160;
2 Doc. 683 to the Political Committee (Relations between the Council of Europe and the Organisation of American States) : Reference No. 161;
3 Doc. 684 to the Political Committee (Location of European Institutions) : Reference No. 162;
4 Doc. 688 to the Committee on Local Authorities (Use by Local Authorities for public places of the name " Europe ") : Reference No. 163.

5 4. Derogations from the Convention on Human Rights

The Secretary-General informed the President of the Assembly (Doc. 543, paragraph 79, and Doc. 624) of three derogations from the European Convention for the Protection of Human Rights and Fundamental Freedoms which had been notified to him under Article 15 (3) of the Convention :

on 27 th June 1957, from the Government of the United Kingdom in regard to Northern Ireland;
on 20th July 1957, from the Government of the Irish Republic;
on 16th August 1957, from the Government of the United Kingdom in regard to Northern Rhodesia.

6 5. Meetings of Committees elsewhere than at Strasbourg or Paris

The Bureau gave its agreement to the holding of the following meetings :

Committee on Local Authorities at The Hague, from 14th to 17th June 1957.
Economic Committee : at Stockholm, from 2nd to 4th September 1957.
Committee on Agriculture : at Dublin, from 3rd to 5th October 1957.
