The Assembly,
Having regard to the request of the Committee of Ministers for an opinion (Doc. 141) and its own Opinion No. 6 on the principles which should govern relations between the Council of Europe and international nongovernmental organisations;
Having regard to Order 55 on the procedure to be followed in considering requests for consultative status;
Having regard to the requests submitted by certain organisations,
1. Recommends that the Committee of Ministers grant consultative status to the following organisations in the categories indicated :
Category B
International Commission against Concentration Camp Practices
International Association for Social Progress
Union Internationale des Maires
International Literary and Artistic Association
European Centre for International Exchanges
Category C
European League for Mental Health
European Union of Accountants
European Council of Junior Chambers of Commerce.
2. Recommends that the Committee of Ministers should maintain the consultative status (Category B) of the World Veterans' Federation unchanged.
AHaving received from the Bureau of the Assembly the requests for consultative status of various international non-governmental organisations, the Committees of the Assembly have made the following proposals to the Committee of Chairmen :
(a) World Veterans' Federation to remain in Category B;
(b) Category C for the International Commission against Concentration Camp Practices.
(a) Category B for the European Council of Junior Chambers of Commerce;
(b) Category C for the European Union of Accountants.
(a) Category B for the International Association for Social Progress.
(a) Category B for the International Commission against Concentration Camp Practices (2 votes in favour and 9 abstentions).
(a) Category A for the European Centre for International Exchanges;
(b) Category B for the International Literary and Artistic Association;
(c) Category C for the European League for Mental Health.
(a) Category B for the Union Internationale des Maires.
After considering, on 28th October 1957, the proposals of the various Committees concerning the grant of consultative status to the international non-governmental organisations concerned, the Committee of Chairmen resolved to reiterate the principle that consultative status in Category " A " should be reserved in future exclusively for organisations of first-rate importance and of purely European character. Accordingly, the Committee of Chairmen proposes to the Assembly that it should address to the Committee of Ministers the Recommendation set forth above.
