4. On 13 March, the Bureau agreed to the proposals contained in the secretariat memorandum [AS/Bur (2008) 17] regarding the implementation of the proposals contained in Resolutions 1598 (2008) (Maghreb countries); 1599 (2008) (Republics of central Asia); and 1600 (2008) (observer states).

2.3 Standing Committee (Paris, 14 March 2008)

5. On 25 January, the Bureau decided to cancel this meeting.

2.4 Second part of the 2008 Ordinary Session (Strasbourg, 14-18 April 2008)

2.4.1 Request for a current affairs debate

6. On 13 March, the Bureau took note of a request for a current affairs debate presented by 22 parliamentarians on the “Situation in the Middle East”.

2.4.2 Request for a debate under urgent procedure

7. On 13 March, the Bureau took note of a request for a debate under urgent procedure presented by the five chairpersons of the Assembly’s political groups, each acting on behalf of their group, on the “Functioning of democratic institutions in Armenia”.

2.4.3 Draft agenda

8. On 25 January, the Bureau:
  • drew-up the preliminary draft agenda;
  • decided to invite Mrs Tymoshenko, Prime Minister of Ukraine, to address the Assembly.
9. On 13 March, the Bureau updated the draft agenda.

2.6 2008 Debate on the state of democracy in Europe

11. On 13 March, following an exchange of views with Mr Greenway, one of the two rapporteurs, and with the chairpersons of the Political Affairs Committee and the Committee on Migration, Refugees and Population, the Bureau agreed to the proposals contained in a secretariat memorandum on the organisation and themes for the debate. The Bureau decided in particular that a parliamentary conference would take place the day before the debate, that is on 24 June 2008 from 5 p.m. to 8 p.m. This would imply interrupting the sitting of the Assembly on 24 June at 5 p.m. As to the input from the conference into the draft texts to be adopted the following day by the Assembly, special arrangements will be made to enable amendments to be tabled by parliamentarians after the conference has taken place by 10 a.m. on 25 June 2008, in derogation from the deadlines foreseen in the Assembly’s complementary texts.

2.7 Vote on the appointment of a rapporteur of the Political Affairs Committee on developments as regards the future status of Kosovo and rules on secret ballots in committees

12. On 25 January, the Bureau was informed about the conclusions of the ad hoc committee set up to investigate this matter; marked its agreement with the proposal to close the enquiry; and took note of the fact that the ad hoc committee had thereby ceased to exist.
13. On 13 March, the Bureau referred the issue concerning the rules on secret ballots in committees to the Committee on Rules of Procedure, Immunities and Institutional Affairs for follow-up.

2.8 Joint conference of the CIS Interparliamentary Assembly and the Parliamentary Assembly of the Council of Europe (St Petersburg, 4 April 2008)

14. On 13 March, the Bureau took note of a preliminary draft declaration; and authorised Mrs Jonker, Chairperson of the Committee on Migration, Refugees and Population, to finalise it in St Petersburg.

2.9 Re-constitution of ad hoc committees of the Bureau

2.9.1 Ad hoc committee on the implementation of Resolution 1416 (2005) on the conflict over the Nagorno-Karabakh region dealt with by the OSCE Minsk Conference

15. On 25 January, the Bureau agreed to renew this ad hoc committee.
16. On 13 March, the Bureau approved the composition of the ad hoc committee and asked the Secretary General of the Assembly to contact the chairpersons of the parliamentary delegations of Armenia and Azerbaijan in order to complete the list of members.

2.9.2 Ad hoc Sub-Committee on the Forum for the Future of Democracy

17. On 25 January, the Bureau agreed to renew this ad hoc committee.
18. On 13 March, the Bureau:
a noted that the next forum would be held in Madrid from 15 to 17 October 2008;
b in conformity with past practice, the ad hoc committee would be chaired by the chairperson of the new Spanish delegation to the Assembly. It would consist of the members of the Ad hoc Sub-Committee on the Forum for the Future of Democracy of the Political Affairs Committee and of members of Assembly committees concerned, to be appointed in the light of the programme for the forum.

2.10 Composition of the Monitoring Committee and the Committee on Rules of Procedure, Immunities and Institutional Affairs

2.10.1 Monitoring Committee

19. On 25 January, the Bureau approved the following new members as proposed by the political groups for ratification by the Assembly; Mr Adonts (Armenia, ALDE); Mr Aligrudić (Serbia, EPP/CD); Mr Branger (France, EPP/CD); Mr Correia (Portugal, EDG); Mr Haibach (Germany, EPP/CD); Mr Hovannisian (Armenia, EPP/CD); Mr Keskin (Germany, UEL); Mr van der Linden (Netherlands, EPP/CD); Mr Loutfi (Bulgaria, ALDE); Ms Memecan (Turkey, ALDE); Mr Wach (Poland, EPP/CD) and Mr Woldseth (Norway, EDG).
20. On 13 March the Bureau approved the following new member as proposed by a political group for ratification by the Assembly: Mr Strässer (Germany, SOC).

2.10.2 Committee on Rules of Procedure, Immunities and Institutional Affairs

21. On 25 January the Bureau approved new members as proposed by the political groups for ratification by the Assembly: Mr Cebeci (Turkey, EPP/CD); Mr Chope (United Kingdom, EDG); Mr Lintner (Germany, EPP/CD); Mr Rowen (United Kingdom, ALDE) and Mr Türke (Turkey, EDG).
22. On 13 March the Bureau approved the following new member as proposed by a political group for ratification by the Assembly: Mr Kumcuoğlu (Turkey, EDG).

2.11 Institutional representation of the Parliamentary Assembly in 2008

23. On 25 January, the Bureau appointed the following representatives for 2008 on the proposal of the President and the competent committees:
  • European Commission for Democracy through Law – Venice Commission: Mr Pourgourides (EPP/CD); a representative of the President of the Assembly; and as substitute Ms Leutheusser-Schnarrenberger (ALDE, Committee on Legal Affairs and Human Rights);
  • Council for Democratic Elections (of the Venice Commission): Mrs Durrieu (SOC, Political Affairs Committee), Mr Gross (SOC, Committee on Legal Affairs and Human Rights) and Mr Van den Brande (EPP/CD, Monitoring Committee) and as substitutes: Mr Cilevičs (SOC, Committee on Legal Affairs and Human Rights), the substitutes for AS/MON and AS/POL to be proposed at the next meeting;
  • European Centre for Global Interdependence and Solidarity – North-South Centre: Mr Wodarg (SOC, Committee on Culture, Science and Education) and Mr Sasi (EPP/CD, Committee on Economic Affairs and Development);

24. On 13 March the Bureau noted that the President had appointed Mr van der Linden (Netherlands, EPP/CD) to represent the Assembly on the European Commission for Democracy through Law (Venice Commission) and on the high-level group entrusted with examining the followup to the Juncker report.

2.12 Assembly representatives for official activities

2.12.1 Appointment of Assembly representatives for official activities

25. On 25 January, in reply to formal invitations, took the following decisions:
a Ms Hägg (Sweden, SOC) and Ms McCafferty (United Kingdom, SOC): 52nd Session of the Commission on the Status of Women (CSW) of the United Nations, New York (United States of America), 27 February 2008 (Ms McCafferty at no cost to the Assembly);
b Mr Mirzazada (Azerbaijan, EDG): 68th Rose-Roth Seminar: Security in the Caspian Region, Baku (Azerbaijan), 6-8 March 2008 (at no cost to the Assembly).
26. On 13 March, in reply to formal invitations, took the following decisions:
a Mr Schneider (France, EPP/CD): Council of Europe 2008 exchange on the religious dimension of intercultural dialogue, Strasbourg, 8 April 2008;
b Mr Çavuoğlu (Turkey, EDG): Eurasian media forum conference, Almaty (Kazakhstan), 24-26 April 2008.

2.12.2 Reports by Assembly representatives on their participation at official activities

27. On 25 January, the Bureau took note of the report from Ms Staponkienė (Lithuania, EDG), following her participation in the 13th Session of the Parliamentary Assembly of the Organisation of the Black Sea Economic Co-operation (PABSEC), held in Tbilisi (Georgia) from 10 to 12 December 2007.
28. On 13 March, the Bureau took note of a report by Mr Gardetto (Monaco, EPP/CD) who participated in the OSCE parliamentary assembly winter session held in Vienna on 21 and 22 February 2008.

2.13 Visits by rapporteurs

29. On 25 January, the Bureau authorised Mr Gross (Switzerland, SOC), rapporteur of the Political Affairs Committee for “The United Nations – reform and the Council of Europe member states” to visit the United Nations headquarters in New York for the purposes of his report, at no cost to the Assembly.
30. On 13 March, the Bureau authorised Mr Iwiński, rapporteur of the Political Affairs Committee on the request by the parliament of Kazakhstan for observer status with the Parliamentary Assembly, to visit Kazakhstan for the purposes of his report.

2.14 Elsewhere than in Strasbourg or Paris

31. On 25 January, the Bureau authorised the following meetings:
  • Sub-Committee on Crime Problems and the Fight against Terrorism (of the Committee on Legal Affairs and Human Rights): Athens (Greece), 28-29 March 2008;
  • Committee on Migration, Refugees and Population: Brussels (Belgium), 6-7 March 2008;
  • Sub-Committee on Migration (of the Committee on Migration, Refugees and Population): St Petersburg (Russian Federation), 3-4 April 2008;
  • Political Affairs Committee: Stockholm (Sweden), 15-16 May 2008;

32. On 13 March, the Bureau authorised the following meetings:

3 Relations with other bodies of the Council of Europe

3.1 Committee of Ministers

3.1.1 Joint Committee (Thursday 17 April 2008 at 6.30 p.m.)

33. On 13 March, the Bureau agreed to include the following items in the draft agenda:
a The European Court of Human Rights: current and future developments;
b Council of Europe budget for 2009;
c Role of the Parliamentary Assembly at Council of Europe ministerial conferences;
d 60th anniversary of the Council of Europe.

3.1.2 Proposal to establish a Committee of Ministers – Parliamentary Assembly working group

34. On 13 March, the Bureau took note of a letter from the Permanent Representative of Hungary concerning the Assembly’s proposal to establish a Committee of Ministers – Parliamentary Assembly working group to assist the Joint Committee in its work and referred it to the Committee on Rules of Procedure, Immunities and Institutional Affairs for possible follow-up.

3.2 European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT)

35. On 25 January, the Bureau:

– drew up lists of candidates on the basis of the order of preference recommended by the Sub-Committee on Human Rights and endorsed by the Committee on Legal Affairs and Human Rights, with regard to the following countries:

With regard to Albania:

  • Ms Dajena Pollo
  • Mr Viktor Gumi
  • Mr Lulzim Lelçaj

With regard to Cyprus:

  • Mr Petros Michaelides
  • Mr Stelios Georgiou
  • Ms Despina Mertakka

– decided to ask the Slovak parliamentary delegation to present a new list.

3.3 European Court of Human Rights (ECHR)

3.3.1 Recent developments

36. On 25 January, the Bureau agreed to postpone consideration of this point until its next meeting.
37. On 13 March, the Bureau held an exchange of views with Mrs Bemelmans-Videc, chairperson of the SubCommittee on the Election of Judges to the European Court of Human Rights (of the Committee on Legal Affairs and Human Rights) on the following subjects: rejection of lists of candidates; Consultative Opinion of the Court of 12 February 2008; and election of a judge in respect of Ukraine.

4 Observation of elections

4.1 Schedule of elections for 2008

38. On 25 January, the Bureau took note of the list of elections to be held in 2008.

4.2 Presidential election in Serbia: 2nd round (3 February 2008)

39. On 25 January, the Bureau approved the composition of the ad hoc committee which would observe this election and appointed Mr Gross (Switzerland, SOC) as its chairperson.
40. On 13 March, the Bureau approved the report of the ad hoc committee to observe this election (rapporteur Mr Gross (Switzerland, SOC)) and declassified it.

4.3 Parliamentary elections in Monaco (3 February 2008)

41. On 13 March, the Bureau approved the report of the ad hoc committee to observe these elections (rapporteur: Mr Laakso (Finland, UEL)) and declassified it.

4.4 Presidential election in Armenia (19 February 2008)

42. On 13 March, the Bureau heard an oral report by Mr Prescott (United Kingdom, SOC), chairman of the ad hoc committee to observe this election, on the pre-electoral, electoral and post-electoral missions carried out.

4.5 Presidential election in the Russian Federation (2 March 2008)

43. On 25 January, the Bureau:
  • approved the composition of the ad hoc committee which would observe these elections and appointed Mr Gross (Switzerland, SOC) as its chairperson;
  • approved the composition of a pre-electoral delegation.
44. On 13 March, the Bureau approved the report of the ad hoc committee to observe these elections (rapporteur: Mr Gross (Switzerland, SOC)) and declassified it.

4.6 Presidential election in Montenegro (6 April 2008)

45. On 25 January, the Bureau:
  • took note of a letter from Mr Krivokapic, President of the Parliament of Montenegro, inviting the Assembly to observe the presidential election in Montenegro;
  • decided to observe this election;
  • agreed to set up an ad hoc committee to observe this election, composed of five members, one from each political group.
46. On 13 March, the Bureau approved the composition of the ad hoc committee to observe this election and appointed Mr Wilshire (United Kingdom, EDG) as its chairperson.

4.7 Parliamentary elections in Serbia (11 May 2008)

47. On 13 March, the Bureau:
  • agreed to set up an ad hoc committee to observe these elections composed of 30 members, in accordance with the “D’Hondt” system;
  • authorised a pre-electoral mission consisting of five members – one from each political group who were also members of the ad hoc committee – on the understanding that it should take place approximately one month ahead of the elections.

4.8 Parliamentary elections in Georgia (spring 2008)

48. On 25 January, the Bureau:
  • decided to observe these elections, subject to the receipt of an invitation;
  • agreed to set up an ad hoc committee to observe these elections composed of 30 members, in accordance with the “D’Hondt” system;
  • authorised the sending of a pre-electoral mission composed of five members, one from each political group, who were also members of the ad hoc committee – on the understanding that the mission should take place approximately one month ahead of the elections.

5 Budgetary questions

5.1 Expenditure of the Parliamentary Assembly for the financial year 2008

49. On 25 January, the Bureau took note of a secretariat memorandum on this matter.

5.2 Apportionment of the allocation to political groups for 2008

50. On 25 January, the Bureau agreed to postpone consideration of this matter until its next meeting.
51. On 13 March, the Bureau agreed to postpone consideration of this matter until its next meeting.

5.3 2009 budget

52. On 13 March the Bureau:
  • took note of a document prepared by Mr Wille, Rapporteur of the Committee on Economic Affairs and Development;
  • held an exchange of views with the Secretary General of the Council of Europe.

6 Relations with non-member states

6.1 Relations with the Parliament of the Republic of Kazakhstan

53. On 13 March, the Bureau:
  • took note of the annual report of the Parliament of the Republic of Kazakhstan on progress made in the promotion of principles established in the co-operation agreement with the Assembly and on the issue of capital punishment;
  • held an exchange of views with a delegation from the Parliament of the Republic of Kazakhstan led by Mr Kopayev, Deputy Speaker of the Senate.

7 Other matters

7.1 Council of Europe Strategy on Innovation and Good Governance at Local Level

54. On 13 March, following a request by the Committee on the Environment, Agriculture and Local and Regional Affairs, the Bureau adopted a declaration on the Strategy of the Council of Europe on Innovation and Good Governance at Local Level.

7.2 Communications

55. On 13 March the Bureau took note of communications by the Secretary General and the Deputy Secretary General of the Council of Europe, and of the Secretary General of the Parliamentary Assembly.

1. On 25 January, the Bureau:

  • agreed to postpone consideration of this item until its next meeting.
2. On 13 March, in accordance with the recommendation of the Monitoring Committee, the Bureau recommended to the Assembly not to open such a procedure at this stage.

According to paragraph 3 of the terms of reference of the Monitoring Committee contained in Resolution 1115 (1997) as modified by Resolution 1431 (2005), in case both the Monitoring Committee and the Bureau consider that there is no need to open a monitoring procedure, the Assembly shall confirm this decision by a vote during the discussion of the progress report of the Bureau. However, during that discussion the Assembly may decide by a majority vote following a request by at least ten members, that a debate be held during the next part-session on the written opinion of the Monitoring Committee which then shall be transformed into a report containing a draft resolution.
