The Assembly

Decides to forward Recommendation 84 to the Speakers of the Houses of the Parliaments of all Member States of the Council of Europe for information ;

Invites Representatives to table such motions as may be appropriate in their Parliaments and to take any other steps considered useful for pressing their Governments to act swiftly upon this Recommendation ;

Inst to the President of the Assembly to forward this Recommendation to the Governments of Finland, Portugal, Spain and Yugoslavia for information.

European Social Charter

The Assembly,

Recalling its Opinion No. 5 adopted on 23rd September, 1953, and approved by the Committee of Ministers in its Special Message of 20th May, 1954, in which the Assembly declared itself in favour of the preparation of a European Social Charter ;

Recalling its Resolution 26 of 17th January, 1953, proposing the creation of a European Economic and Social Council and its Orders 9 and 10 instructing the Committee on Economic Questions and the Committee on Social Questions to prepare a draft recommendation on this subject ;

Taking note of the debate on first reading held on Tuesday, 18th October, 1955 ;

Having examined the draft European Social Charter prepared by the Committee on Social Questions, which contains the plan for the creation of an Economic and Social Council (Doc. 403) ;

Having examined the communication from the Chairman of the Committee on Economic Questions, dated 15th October, bringing out the important economic aspects of this plan ;

Considering the request of the Committee of Ministers that the proposals of the Assembly be transmitted to the governmental Social Committee before their final adoption ;

Expressing its satisfaction with this new method of collaboration between the two organs of the Council, provided that it involves an exchange of opinions and not merely the transmission of documents,

1. Instructs the Committee on Economic Questions to examine the proposals of the Committee on Social Questions in the presence of representatives of the latter ;

2. Instructs the Committee on Social Questions to examine in the presence of representatives of the Committee on Economic Questions, such amendments as the latter Committee may in due course propose, and any other amendments or proposals which may be submitted to it by other members of the Assembly ;

3. Instructs the two Committees and other competent committees to appoint representatives to undertake an exchange of views with the governmental Social Committee ;

4. Retains the draft Social Charter and the proposals for the creation of an Economic and Social Council on its Agenda, with a view to a second debate and the adoption of a recommendation in the course of the Eighth Session.

Committee on Economic Questions

European collaboration in the fields of Posts and Telecommunications

The Assembly,

Being seized of the Memorandum of M. Bonnefous, the French Minister of Posts, Telephones and Telegraphs, on the subject of " European Co-operation in the field of Posts and Telecommunications " ;

Having taken note of the preliminary report of the Committee on Economic Questions explaining the present position of this matter and the results of the work of the Subcommittee on Posts and Telecommunications of the Intergovernmental Conference at Brussels,

Instructs the Committee on Economic Questions to continue its study of this question, taking particular account of any developments resulting from the Brussels Conference, and to present suggestions of a practical character during the Eighth Session of the Assembly.

Economic development of Southern Europe

The Assembly

Instructs the Committee on Economic Questions and its Working Party to continue their study of economic developments in Italy and to give their full assistance to ensure the successful implementation of the Economic Development Programme ;

Instructs the Committee on Economic Questions and its Working Party to continue their study of economic developments in Greece and Turkey and to report thereon during the Eighth Session of the Consultative Assembly.

Common European policy at future East-West Conferences

The Assembly instructs its Bureau to transmit to all Member Governments Resolution 87 on a common European policy at future East-West Conferences, the Report presented by the Committee on General Affairs (Doc. 419), and the Official Report of the Assembly Debate, bringing these documents to the particular attention of the two Governments which will be taking part in the forthcoming Geneva Conference.

Appointment of European Commissioners

The Assembly instructs the Committee on General Affairs, having ascertained the views of other Committees, to present for the spring Session, 1956, draft Recommendations concerning the appointment of European Commissioners or boards of Commissioners for particular branches of the activities in which European integration is envisaged, in accordance with the principle laid down in Resolution 88.

European Atomic Energy Organisation

The Assembly instructs its Bureau to transmit to the Inter-governmental Committee set up by the Messina Conference, and to the participating Governments, Resolution 89 concerning the European Atomic Energy Organisation, the reports relevant thereto, and the Official Report of the Assembly debate on the "new drive" for European integration.
