102	30th Sitting 8th January 1957	Secretary-General	Distribution of texts relating to European universities The Assembly, Desirous that European universities should be aware of the importance it attaches to their endeavours to develop a sense of European responsibility and community, Decides that the "Conclusions" of the Special Meeting on European universities, together with all Recommendations relating to university matters adopted by it with a view to implementation, shall be forwarded to the European Universities Committee, with a request that they be used to draw the attention of all universities of member countries to the Council of Europe's interest, work and programme in this field; and Accordingly instructs the Secretary-General to give effect to this decision.
103	32nd Sitting 9th January 1957	Bureau of the Assembly	Rationalisation of European parliamentary activities The Assembly Strongly urges the Bureau to request the Governments represented at the Brussels Conference to receive, as a matter of urgency, a delegation from the Consultative Assembly which may explain to those negotiating the Common Market and Euratom Treaties its serious objections to the creation of a fourth European Assembly; Invites the Bureau to arrange a meeting of the Bureaux of the three European Assemblies with a view to addressing joint recommendations to the Member Governments on the question of rationalising European parliamentary activities.
104	36th Sitting 10th January 1957	Committees on General Affairs, on Economic Questions, on Social Questions and Special Committee on Agriculture	Procedure to be followed to enable the Consultative Assembly to give its opinion on the Common Market and Euratom Treaties as soon as they are signed The Assembly instructs its Committees on General Affairs, on Economic Questions and on Social Questions and its Special Committee on Agriculture to prepare immediately after the signature of the Common Market and Euratom Treaties their opinions on these instruments, which could then be sent to the Standing Committee.
105	11th January 1957 (Meeting of the Standing Committee)	Secretary General	Economic and social development of Africa The Standing Committee, Considering that the evolution of the political situation in Africa necessitates the revision of the Order 77 which it adopted in July 1955, Accordingly cancels the said Order and in substitution therefor instructs the Secretary-General to set up a group of independent experts, comprising nationals of member countries of the Council of Europe (whether or not they have responsibilities in Africa) and of African countries, likely to be interested in the study of ways and means of promoting the economic and social development of Africa. The group of experts should submit proposals designed to encourage and accelerate the economic and social development of Africa and to raise the standard of living of the African peoples, in the interests of the prosperity both of Africa and of Europe, through co-operation on an equal footing between the African countries and the member countries of the Council of Europe. In that connection, the group should re-examine the measures advocated in the Strasbourg Plan and in the reply of the Assembly to the comments made by C.E.E.C. on that Plan.
