Authorisation of working expenditure of the Assembly

The Assembly,

Having regard to Resolution (53) 38 of the Committee of Ministers;

Considering that it is the Assembly's duty to make sure that the appropriations granted it by the Committee of Ministers are utilised in its best interests and in those of the Council of Europe as a whole;

Considering that it is therefore necessary to make precise rules governing the employment of appropriations under Vote II of the Budget so that these may be allocated as wisely as possible,

1. Instructs the Committee on the Budget to make a study with a view to drafting such regulations as they may consider most suitable to ensure the best apportionment of expenditure and the auditing of accounts under this Vote;
2. Requests the Secretary-General to provide the Committee on the Budget, before their next meeting, with the information necessary for this study and, in particular, to send them a detailed breakdown of expenditure under Vote II of the Budget in 1958 and 1959, by and within Sub heads.
