The Assembly,
Whereas the Governments of all member countries of the Council of Europe, with the exception of the Republic of Ireland, have signed the European Convention on Establishment;
Whereas Norway alone has ratified the Convention and only the Governments of the Federal Republic of Germany, Belgium, and the Netherlands have initiated ratification procedures in their respective Parliaments;
Whereas it is in the highest interest of member countries of the Council of Europe that the European Convention on Establishment should be ratified and should enter into force without delay,
Decides to instruct its Working Party on relations with national Parliaments to urge the latter to take the necessary steps to achieve the desired ratification.
