The Assembly,
Having adopted Recommendation 255,
Invites the Secretary-General to transmit it to the Committee of Ministers together with a memorandum on the most suitable ways and means of making the Council of Europe not merely an instrument for liaison between the Six and Seven but an institution for promoting better relations among all its Members.
