European Conference of National Associations concerned with wine, spirits, beer and cider

The Assembly,

Expressing its thanks to the Committee of Ministers for agreeing to communicate to the national associations concerned the texts already adopted provisionally by the Committee of Experts on Wines and Spirits ;

Considering that it is desirable to consult the national associations in order to obtain their views on these texts and on the further steps required to harmonise national legislation relating to wine, spirits, beer and cider,

Instructs its Committee on Agriculture to prepare a third meeting of the European Conference of National Associations concerned with wine, spirits, beer and cider in the course of the spring, in consultation with its Bureau.

Atlantic implications of an enlarged Common Market

The Assembly,

Considering the prospect of an extension of the European Economic Community and the effort to create a Europe-wide Common Market ;

Considering the decision reached during the recent GATT meeting of Ministers of Commerce to examine new techniques of tariff negotiations, specifically some form of linear tariff reductions ;

Taking note of the suggestions of the United States Government aiming at liberalisation of trade between industrial nations,

Instructs the Economic Committee to study the question of the future development of commercial and economic relations between Western Europe and the United States, taking into account the trade interests of other countries, and to report thereon at the appropriate time.

The Surplus Food Utilisation Project

The Assembly,

Considering its Recommendation 306 on the Freedom from Hunger Campaign of FAO ;

Considering that the Director-General of FAO and the Secretary-General of the United Nations have launched a project for the creation of a Surplus Food Utilisation Project to the value of 100 million dollars, which has been approved by the FAO Conference at its Eleventh Session and by the General Assembly of the United Nations at its last Session in the autumn of 1961 ;

Instructs its Committee on Agriculture to make a study of the Surplus Food Utilisation Project and report thereon to the Assembly in due course.

The law of inheritance relating to farm lands and the problem of regrouping of agricultural lots

The Assembly,

Considering that it is important to prevent the breaking-up of agricultural holdings which are economically viable ;

Considering that the European Confederation of Agriculture (CEA), at its Conference in Baden-Baden in October 1961, adopted a recommendation on the law of inheritance relating to farm lands,

Instructs its Committee on Agriculture :

1. to study the proposals of the CEA on the law of inheritance relating to farm lands ;

2. to study the related problem of the regrouping of agricultural lots into economic holdings ;

3. to report to the Assembly in due course, after consulting the Legal Committee, on those aspects of the matter which come within its competence.
