Noting chat the Secretary General of the United Nations in his annual report invites interested parties to reflect on the character of regional organisations and the nature of their functions and their obligations in relation to the responsibilities of the United Nations under the Charter, 4. Instructs the Political Committee to follow developments in this question, taking account in particular of the deliberations of the General Assembly of the United Nations and to submit any additional report that may appear necessary.

Having examined the report on the granting of the right of asylum to refugees (Doc. 1986), 2. Instructs the Committee on Population and Refugees : (a) to collect all relevant information regarding the granting of the right of asylum to refugees ; (b) to make, in cases of urgency, appropriate representations to ensure that refugees are not again in danger of being arbitrarily denied admission to the territory of a member State.

Having taken note of the 13th report on the activities of the Office of the United Nations High Commissioner for Refugees ; 2. Having adopted Recommendation 435 on improving the legal status of refugees within the mandate of the United Nations High Commissioner in the member countries of the Council of Europe, 3. Invites the Permanent Working Party on Parliamentary and Public Relations to take in national Parliaments and with Governments whatever action may be desirable to ensure that the aforementioned Recommendation is carried out.

Having taken note of the report on fresh water pollution control in Europe, presented by the Cultural and Scientific Committee (Doc. 196S), 2. Instructs the Cultural and Scientific Committee to continue its study of fresh water pollution control in Europe, to consider in particular the possibility of drawing up an international instrument on the subject and in due course to submit to it concrete proposals to this end, if necessary after consulting independent experts.
