General policy of the Council of Europe (Doc. 2202 addendum)

The Assembly,

1. Deplores the suspension of constitutional law in Greece. As a Member of the Council of Europe, Greece must remain loyal to the Statute of the Council of Europe, and especially its preamble ;

2. Calls upon the Greek authorities to restore the constitutional regime and system of parliamentary democracy, and protests against all measures contrary to the European Convention on Human Rights ;

3. Instructs the Bureau to enquire into the fate of the Greek Deputies who had been appointed members of the Assembly by the Greek Parliament.

Economic Committee

Measures aimed at lightening the debt burden of the developing countries (Doc. 2209)

The Assembly,

1. Having regard to the strains placed on the balance of payments, the import programmes and, ultimately, the development possibilities of the developing countries by the heavy and increasing foreign debt they are accumulating - as described in the report presented by the Economic Committee (Doc. 2209),

2. Instructs the Economic Committee to follow the evolution of this problem and to report again when it believes that further Recommendations to member Governments may be required.

Cultural Committee, Committee on Local Authorities, Permanent Working Party on Parliamentary and Public Relations, and Joint Working Party on Fresh Water Pollution Control

Contribution of the Assembly to the promulgation and launching of the Water Charter (Doc. 2211)

The Assembly,

1. Recalling its Recommendation 436 on fresh water pollution control in Europe ;

2. Having taken note of the report presented by the Cultural and Scientific Committee on the contribution of the Assembly to the promulgation and launching of the Water Charter (Doc. 2211) ;

3. Convinced of the need to awaken public opinion in Europe to the urgency of taking joint action to safeguard and protect fresh water resources against the risks of pollution, also bearing in mind the problems raised by the sea-water "pollution" ;

4. Instructs the Cultural Committee and the Joint Working Party on Fresh Water Pollution Control to participate in arrangements for the ceremony at which the Water Charter will be promulgated and for the launching of that Charter ;

5. Instructs the Cultural Committee and the Permanent Working Party on Parliamentary and Public Relations to appoint, or have appointed, a Member of Parliament - who should if possible also be a member of the Assembly - as parliamentary representative on the Committee or body in each member country which is responsible for organising the campaign to launch the Charter ;

6. Instructs the Permanent Working Party on Parliamentary and Public Relations to co-operate in the circulation of the Water Charter in the member countries, and in particular in parliamentary circles ;

7. Invites the Committee on Local Authorities to ensure that the Water Charter is one of the subjects discussed on the occasion of Europe Day, 1968.

Consequences of the wreck of the Torrey Canyon (Doc. 2230)

The Assembly,

1. In view of its Resolution 345 and its Recommendation 494 on the consequences of the wreck of the Torrey Canyon,

2. Instructs the Legal Committee, for report, and the Economic and Cultural Committees and the Committee on Agriculture for an opinion, to carry out a thorough study of the problems caused by the wreck of the Torrey Canyon and to submit proposals to it with a view to preventing the recurrence of such disasters and to diminishing the damage and loss resulting from them.

Consequences of the wreck of the Torrey Canyon (Doc. 2230)

The Assembly,

1. In view of its Resolution 345 and its Recommendation 494 on the consequences of the wreck of the Torrey Canyon,

2. Instructs its President to transmit Resolution 345 immediately to the Secretary General of the Intergovernmental Maritime Consultative Organisation (IMCO), with a request that he bring it to the notice of those taking part in the meeting in London on 5th and 6th May 1967.

Stockholm Conference on Intellectual Property (Doc. 2231)

The Assembly instructs the Legal Committee to appoint a Rapporteur to follow the Stockholm Conference on Intellectual Property which is to begin on 12th June 1967, to consider the questions related with this Conference and to report to it as soon as possible.
