Drug addiction

The Assembly,

1. Expressing grave anxiety at the increase in drug-taking particularly among young people in several member countries of the Council of Europe ;
2. Noting that the traffic in drugs, in spite of measures taken against it, is still lucrative and fluorishing, and that owing to its international character it can only be controlled by international cooperation in the penal and police fields ;
3. Conscious that existing knowledge of the long-term effects of many of the nex drugs as well as of the so-called "soft" drugs is meagre ;
4. Considering that urgent action is needed in educating the public to the dangers of drug-taking and in promoting social and medical research into improved methods of rehabilitating drug addicts ;
5. Considering that the problem of drug addiction has important legal, social, public health and pharmaceutical aspects,
6. Instructs its Legal Affairs Committee and its Committee on Social and Health Questions to study with great care and in close co-operation the various aspects of the problem of drug addiction on which the advice of independent experts should also be sought.
