European co-operation among local authorities

The Assembly,

1. Having taken cognisance of the latest Communication on the activities of the Committee of Ministers (Doc. 2550) ;
2. Having been struck once more by the vagueness of much of the information in the Communication and particularly by the lack of explanations regarding certain negative replies to proposals by the Assembly ;
3. Particularly concerned at the negative attitude generally shown by Ministers for Foreign Affairs towards recommendations pertaining to local authorities and to cooperation among municipalities, an attitude which is in contrast with the interest and the spirit of co-operation shown by Ministers of the Interior and Ministers for Local Government of the member states ;
4. Considering that this attitude is taking on disquieting implications for the work of the Assembly as a whole and for relations between the Assembly and the Committee of Ministers ;
5. Requests its President to see that the agenda for the next meeting of the Joint Committee includes the question of the Committee of Ministers' Communications with special reference to the information supplied to the Assembly on reasons for the Committee of Ministers' decisions, and the question of the Committee of Ministers' attitude towards certain initiatives in the field of local authorities to which the Assembly attaches particular importance at the present stage of European cooperation.
6. Requests its Committee on Parliamentary and Public Relations to investigate through national parliaments, particularly by means of written or oral questions, the reasons why member governments take up such negative attitudes with regard to European cooperation among local authorities, and to report to it at the next part-session.
