The Assembly,

1. Having regard to its Recommendation 583 (1970) which requested the Committee of Ministers to instruct the Committee of Experts on Human Rights to draft an additional protocol to the European Convention on Human Rights in relation to the rights enumerated in paragraph 8 of the recommendation

2. Disagreeing with the conclusion of the Committee of Ministers that "it is not desirable or expedient to prepare such a protocol" ;

3. Insisting that an additional protocol can and should be drafted as recommended in paragraph 8 of Recommendation 583 (1970),

4. Instructs the Legal Affairs Committee to examine this matter, if need be with the assistance of experts, and to provide a draft additional protocol giving effect to the rights enumerated in paragraph 8 of Recommendation 583 (1970).
