The Assembly,
1. Recalling the report presented by its Committee on Regional Planning and Local Authorities on the Channel Tunnel (
Doc. 3712) ;
2. Emphasising the importance of such a scheme for Europe's economic growth, and also for regional planning and technological progress in Europe ;
3. Aware of the stimulating effect that this undertaking, if realised, is bound to have on trade between the countries on either side of the Channel ;
4. Considering that the tunnel should be integrated smoothly into the European communications network, so as to permit balanced development throughout the territory ;
5. Realising the complex nature of the technical problems that need to be overcome in order to construct the tunnel, to create the access and exit infrastructures, and to protect the environment in certain regions such as Kent,
6. Instructs its Committee on Regional Planning and Local Authorities, in conjunction with its Committee on Economic Affairs and Development, and its Committee on Science and Technology :
to follow the development of the problems connected with the construction of the Channel Tunnel ;
to report on the matter to the Assembly at a forthcoming session, setting up working parties or sub-committees as they deem necessary for this purpose.
