The Assembly,

1. Considering the success of the 4th Parliamentary and Scientific Conference which it convened at Florence from 12 to 14 November 1975 ;
2. Noting the wish expressed by the conference that the Committee on Science and Technology of the Parliamentary Assembly of the Council of Europe should propose the holding of a 5th Conference in due course, for which preparations should now be started through the setting-up of an ad hoc organising committee ;
3. Considering that its series of Parliamentary and Scientific Conferences provides a unique and valuable framework for parliamentarians and scientists to form personal contacts and discuss current problems of mutual concern, and that such contacts have become essential to the proper functioning of democratic institutions ;
4. Believing that, given the rapid developments likely to take place in the conference's field of competence, preparations for a further conference should begin as soon as possible ;
5. Keeping in mind the suggestion made by the Secretary General of the Council of Europe at the conference in Florence that the next conference should consider what science and technology can contribute to establishing new systems of democratic checks and balances, so as to guarantee the survival of free society in a world whose technological development increasingly escapes the control and assessment of parliamentary institutions ;
6. Instructs its Committee on Science and Technology ;
to prepare and organise a 5th Parliamentary and Scientific Conference, and for this purpose to set up an ad hoc committee on which should be represented members of parliament, scientists, scientific administrators, industrialists and trade unionists ;
to report on the results of the 5th Conference.
