1. Having regard to its Recommendation 854 (1979), on access
by the public to government records and freedom of information ;
2. Considering that some committee documents may be made available
to the public and that in 1977 it decided to remove the ban on the
circulation of and quotation from all documents of its Bureau and
committees after a period of twenty-five years ;
3. Considering that it is desirable that the work of its committees
be as open as possible,
4. Instructs its Committee on Rules of Procedure to study whether
and to what extent committee meetings and committee documents could
be made accessible to the public.
