1. Instructs the committees :
a to draw up Assembly reports according to the following criteria :
1.1.1 on the front page : the theme, the Rapporteur's name, his or her country and political party, a brief text containing a statement of the problem and suggested solutions, cost implications, the reporting committee, the committee(s) seized for opinion ;
1.1.2 the names of those voting in the committee should be on the back page rather than on the front page as at present ;
1.1.3 the texts to be adopted will follow on a new page after ‘‘Problem and proposed solutions''. They should be as concise as possible and written in a comprehensible and straightforward way ;
1.1.4 the explanatory memorandum should be a short political memorandum/argument. The wording must be easily understood by non-specialists ;
b to develop relations with journalists by opening meetings to them as often as possible ;
c to develop closer co-operation with NGOs ;
2. Instructs the Committee on Rules of Procedure to review rules concerning the form of reports, taking account of Document 6102;
3. Instructs the Bureau of the Assembly to make debates with ministers more constructive by offering more possibilities of question and answer.
