The Assembly,
Having been asked by the Committee of Ministers for an Opinion on the two draft European Interim Agreements on Social Security,
1. Is of the opinion that the draft agreements are completely satisfactory as interim measures;
2. Recommends that the Committee of Ministers should sign these draft agreements as soon as possible and make immediate arrangements for their ratification;
3. Considers that steps should be taken to replace the Interim Agreements, as soon as possible, by a general multilateral Convention on Social Security as between the Members of the Council of Europe;
4. Considers that ways and means should be sought whereby social security rights under these agreements should be extended to refugees, in the light of the Geneva Convention on the Status of Refugees, 1951, and that, if possible, a protocol should be prepared for that purpose;
5. Trusts that any Government which has considered it necessary to make reservations to the Agreements will take effective steps to amend its legislation in such a way as to render possible the withdrawal of the reservations within two years from the entry into force of the Agreements.
