1. Having noted the report giving an opinion on the Council of Europe general accounts and budgets for the years 1983, 1985 and 1986, presented by its Committee on the Budget and the Intergovernmental Work Programme (Doc. 5417) ;
2. Having regard to the texts relating to the competence of the Assembly in budgetary mattersNote ;
3. Having examined the Council of Europe general accounts for 1983, the last financial year for which accounts were drawn up and discharge given ;
4. Having regard to the Council of Europe budget for 1985 as adopted by the Committee of Ministers,
5. Adopts the following opinion :
The Assembly :
a Welcomes the Board of Auditors' finding that the organisation's finances have been managed with a commendable sense of economy ;
b Notes that the ordinary budget for 1985 shows a net increase of 0,95 % in real terms and the Intergovernmental Work Programme a net increase of 0,99 % in real terms ;
c Asks the Committee of Ministers :
3.1 to make available the necessary resources for :
3.1.1 implementing the proposals made at the ministerial conferences on human rights, the architectural heritage and youth, and during European Youth Week ;
3.1.2 holding a Council of Europe Round Table in 1986 on democracy and demo-cratisation in Latin America ;
3.1.3 the Campaign for the countryside ;
3.2 to encourage joint Council of Europe/European Community projects and grant the Council of Europe resources enabling it to cooperate on an equal footing with the Community ;
d Also asks the Committee of Ministers to vote the necessary appropriations for :
4.1 improving the interpreters' booths and the necessary modifications to the meeting rooms of the Council of Europe's Paris Office ;
4.2 equipping the Office of the Clerk with another seven computer terminals in 1986.
