This Recommendation was adopted by the Assembly at its Thirty-sixth Sitting, 8th December, 1951 (See Docs. 61 and 97, Reports of the Special Committee to watch over the Interests of European Nations not represented in the Council of Europe).
1. The Assembly,
2. Recognizing the urgent need of measures to :
assist the young exiles from European countries to continue their studies,
give practical encouragement to cultural and scientific institutions founded by national groups of exiles, Recommends to the Committee of Ministers,
3. Recommends to the Committee of Ministers :
a that the Secretariat-General be instructed to co-operate with the United Nations High Commissioner for Refugees in drawing up an estimate of the financial aid necessary to achieve these ends,
b that for these purposes a common European Fund be raised, in collaboration with the United Nations High Commissioner, from contributions made by Members of the Council of Europe, by other States and by interested Organisations,
c that the Secretariat-General be instructed to draw up, in co-operation with the United Nations High Commissioner, a Convention defining the manner in which this Fund shall be administered.
