This Recommendation was adopted by the Assembly at its Thirty-sixth Sitting, 8th December, 1951 (See Doc. 100, Report of the Committee on Cultural and Scientific Questions).

The Assembly,

Recognising that cultural treasures are part of the common heritage of the peoples of Europe,

Bearing in mind that the preparation of a convention with this end in view is at present under consideration by U.N.E.S.C.O.,

Recommends to the Committee of Ministers that the Governments of the Member States of the Council of Europe be invited to subscribe individually to the declaration drawn up by U.N.E.S.C.O., pending the formulation of this convention.
