I

The Assembly,

Deeply concerned that the Committee of Ministers and the Deputies have done no mote than refer Recommendations 84 and 85 to the experts of O.E.E.C. without discussing in the first place the desirability of the very moderate proposals contained in these recommendations,

Considers that, in view of the fact that this was the second time that these proposals were put forward to the Committee of Ministers, their attitude in referring these Recommendations, without giving reasons, to another organisation is highly unsatisfactory and hardly in accordance with the spirit of the Council of Europe;

Urgently recommends that the Committee of Ministers as a political organ should without further delay examine Recommendations 84, 85 and 86 and take the decisions which are called for or authorise the Deputies to do so on their behalf, and instruct experts to prepare means to implement these decisions ; and

Requests the Chairman of the Committee of Ministers to make a full statement before the Assembly in the autumn on the steps taken in pursuance of this Recommendation.

The Assembly,

Having been informed that the Bundestag and the Belgian Senate, after having referred the matter to the appropriate committees, have expressed unqualified approval of Recommendations 84, 85 and 86 in the course of public debates, and that several Representatives have raised the matter in various ways at home,

Invites Representatives to continue to table motions in support of Recommendations 84, 85 and 86 in their national Parliaments, or raise the matter in any other appropriate way, to ensure that these recommendations are accepted by Member Governments and that Government representatives on the Committee of Ministers are given instructions accordingly.

The Assembly,

Having been informed of the resolutions agreed to by the French Interparliamentary Committee on the simplification of frontier formalities for travellers and the Sub-Committee of the Bundestag Foreign Affairs Committee at a meeting in Kehl and Strasbourg on 26th\October, 1955,

Warmly welcomes this meeting as a precedent which it hopes will be followed in other Member States and invites the French and German Governments to implement the resolutions of the meeting at the earliest possible moment.
