The Assembly,

Having regard to its Resolution 172;

Having noted the suggestion made by its special group to the "Group of Four" instructed to report on the reorganisation of OEEC that Representatives of the Consultative Assembly be enabled, outside the official proceedings of that body, to hold regular meetings with representatives of the Parliaments or Assemblies established under the constitutions or basic laws of the five countries not Members of the Council of Europe which will be Members of OECD, for the purpose of exercising advisory functions in regard to the activities of the latter Organisation,

Recommends that the Committee of Ministers :

1 invite member Governments to submit to the international conferences instructed to prepare the Convention on the Organisation for Economic Co-operation and Development the text given hereunder, either for inclusion in the Convention, or as a Protocol thereto :
"(a) For the purpose of acting as an advisory body to OECD, members of the Consultative Assembly of the Council of Europe shall hold meetings at least once a year with representatives of the Parliaments or Assemblies established under the constitutions or basic laws of the five States not Members of the Council of Europe which are Members of OECD.
"(b) Details of the way in which such meetings will be held shall be settled by agreement between the institutions of OECD and those of the Council of Europe. They shall take place outside the official proceedings of the Council of Europe" ;
2 keep the President of the Assembly regularly informed of action taken in this matter and report to the Consultative Assembly at the second part of its 12th Session.
